Engineering Project Updates

Across the District, progress continues on a range of important projects, each one bringing us closer to stronger, more reliable water and wastewater systems for our communities.

At Jenny Lind, the A–B Transmission Main is nearly complete. After months of steady work, D.A. Woods Construction is now pressure testing the lines, installing the final appurtenances, and connecting the tank sites. Once the system is up and running, crews will turn their attention to service line installations and pavement restoration, marking the final steps of a major upgrade.

Meanwhile in Copper Cove, activity is ramping up. Mozingo Construction is preparing to begin mainline installation early next year, with a small crew already mobilizing at Tank C this November. Traffic control and road closure plans are under review, and design submittals continue to move through the process. As part of the project, the existing buildings at Tanks B and C will also get a much-needed rehabilitation.

The Clearwell and B Tank Project is nearly at the finish line. Final closeout is expected by mid-November, bringing another key infrastructure improvement to a successful conclusion.

Over in West Point and Wilseyville, the consolidation project has reached a major milestone. KW Emerson has finished dam dewatering and cut-through work, and the project is now substantially complete. Staff plan to bring it to the Board for final acceptance in December, followed by the last few administrative steps, including a wastewater permit amendment.

At Copper Cove Pond 6, the SAF Project is moving steadily forward. The SAF unit is scheduled for delivery in mid-April 2026, and preparations for installation are already underway. The County has approved the Lot Line Adjustment for the Dam Raise, and all major documentation has been signed by the Sacramento District and sent to San Francisco for final approval. Once that’s secured, work on the Dam Raise can begin.

In Arnold, the Secondary Clarifier Project is officially in motion. The District and USDA have signed the Owner–Engineer Agreement, and the construction bid has been advertised. More details are available in the latest project update to the Board.

The West Point Drought Project continues to advance through early design and environmental review. The District has submitted Phase 1 materials — including design documents, environmental studies, and permits — to Cal OES. Once those are approved, the project will move on to FEMA for review and construction funding authorization.

Further south, the Lake Tulloch Intertie Project has completed utility potholing, and 100% design drawings have been received. With final reviews underway, the District anticipates opening bids for construction in spring 2026.

The Huckleberry Lift Station has finished the design phase and is ready for construction once funding becomes available. Environmental documentation will be completed under a categorical exemption, keeping the process efficient and straightforward.

At the La Contenta Wastewater Treatment Plant, environmental studies are underway as the team finalizes the 100% design. An Initial Study/Mitigated Negative Declaration is expected, and these efforts will align with upcoming grant application requirements to help secure funding for construction.

The Sawmill and Wallace Tank Replacement Project is also moving forward. With final design plans complete and bids advertised, construction is expected to begin in April 2026. The District is now securing surveying and compaction testing services to support the upcoming work.

Meanwhile, HydroScience is developing a calibrated hydraulic model for the Ebbetts Pass Water System. District staff recently completed hydrant flow testing to simulate fire flow conditions — critical data that will ensure the model reflects real-world performance.

And finally, the Arnold Sewer Master Plan is taking shape. Three proposals have been received in response to the District’s Request for Proposals, and staff are currently reviewing and selecting the most qualified consultant to lead the project.

Across every community, from Jenny Lind to West Point, and Ebbetts Pass to Copperopolis, the District’s projects reflect steady progress, careful planning, and a shared commitment to providing safe, reliable service — today and for years to come.
