Customer Assistance​​ Program

The Calaveras County Water District (CCWD) Customer Assistance Program (CAP) helps eligible low-income customers reduce the cost of their water and wastewater services. The program is funded through non-rate revenues and provides bill credits to qualifying customers on a first-come, first-served basis, subject to available funding

The program is designed to provide financial credits to customers whose incomes are at or below 200% of the federal poverty guideline (see here). The primary verification of income is proof of participation in PG&E’s CARE Program.

Available Assistance

  • Water customers: Up to $20 per bill (six bills per year).
  • Wastewater customers: Up to $30 per bill (six bills per year).
  • Customers receiving both water and wastewater service may qualify for both credits.

Who Qualifies?

To be eligible, applicants must:

  • Use the service at their primary residence.
  • Have a CCWD account in good standing at the time of application.
  • Participate in the PG&E CARE Program or meet household income requirements at or below 200% of the federal poverty guidelines.
  • Provide required documentation, including proof of eligibility.

How to Apply

Customers must submit a completed CAP application along with supporting documentation to CCWD's Customer Service Department.

Program participants must reapply each year and continue to meet eligibility requirements to remain enrolled in the program.

Important Information

  • Assistance is available only while funding lasts.
  • Customers must notify CCWD if their household no longer qualifies for the program.
